Abstract

The General Research Department of the CINEP was dedicated during 1983 to the study of the national situation. On the one hand, the realization of the first anniversary of the government of Belisario Betancur and, on the other, his development plan “Change with Equity”, invited analysis. Our readers have already had the opportunity to know part of the conclusions of such analysis in the Occasional Papers Series and in previous issues of Controversia.

In this issue we would like to present the views of the team of researchers on the government's development plan. This was the occasion for a series of in-depth reflections on the present and the future of the country, which go beyond the text of the plan itself.
