Resumen

El artículo avanza en la contextualización, conceptualización e interrogación de recientes innovaciones en el gobierno democrático de la ciudad y la gestión pública municipal, dentro del debate teórico y académico general sobre la participación ciudadana, la gobernabilidad y la gobernanza democrática de la ciudad, a partir de la exploración y el análisis empírico de procesos de participación ciudadana en las ciudades de Medellín, Manchester y Porto Alegre, relacionados con las dinámicas de planeación y construcción política de la ciudad a partir de estrategias y procesos como las alianzas estratégicas para la planeación local, los presupuestos participativos y los planes locales de desarrollo. Al final propone una serie de preguntas e hipótesis que pretenden ayudar, tanto al debate teórico como al diseño y construcción de políticas públicas al respecto.

ABSTRACT

THE CIVIL PARTICIPATION IN THE PLANNING AND FINANCING OD THE CITY AS A DEMOCRATIC EMERGENT INSTITUTION. THE CASES OF MANCHESTER, MEDELLÍN AND PORTO ALEGRE

This article advances in the knowledge of the context, conceptualization and interrogation of recent innovations in the democratic government of the city and the public municipal management, inside the theoretical and academic general debate about the civil participation, the Governability and the democratic Gobernance of the city, from the exploration and the empirical analysis of processes of civil participation in the cities of Medellin, Manchester and Porto Alegre, related to the dynamics of planning and political construction of the city due to strategies and processes as the strategic alliances for the local planning, the participative budgets and the local plans of development. Finally it proposes a series of questions and hypotheses that try to promote the theoretical debate and the design and construction of public policies in the matter.
